Holy crap! This is huge. The DMV investigator asked if I had a screen shot of the post and this is exactly the same details of what was written on the add that I found. The mileage is incorrect but only by 1k so hopefully that doesn’t affect the investigation.

That is a pretty nice cruiser. I would say you probably over paid by 4 to 5k? Lawyers will eat that much for breakfast. File your complaints and chalk this up to a lesson learned.

Don’t let the inspection rake you over the coals either. They can write up 4 to 5k easy in unnecessary repairs. I think the only thing to fear is low compression. Everything else is not that bad. I think the 100 Series LC is one of the most DIY friendly vehicles. Your family will be just fine in that vehicle. Good luck and don’t let this consume you! Take care!

Reprogramming the EEPROM should be fairly trivial with the correct tools and background.
 
I imagine he's just swapping out low mileage clusters. There are how-to videos on YT, and it looks like it takes all of about 10 minutes. On mine, there are deep scratches on the top of the steering column shroud that weren't present when it was sold to the scammer, per the original owner, indicating something was forced past the top of the dash and the steering wheel.

I’m sorry you’re having to go through this man. But, as others have said and I’ll back up as well, there’s no better vehicle on the planet that is still in prime condition at 20+ years old and 270k miles. I have had mine for 10 years, driven our family of 6 all over the country and it’s never let us down — I’m at 265k now and wouldn’t want any other vehicle. Hopefully you can find some peace in that.
 
This has been an interesting read.
Sorry about your scam, but honestly it could have been way worse. You could have bought a Range Rover. Instead you have what appears to be a solid 100 that you can put another 200k+ on easy if you maintain it.
The driveline clunk is super common.
Grease your driveshaft slip joints and u joints with moly grease. There are lots of threads on it. May end up being CV splines and hub flanges.
 
Sad day. I'd say that's probably a 7 - 8.5K cruiser based on miles/condition/prior damage. I feel bad for you all out there in CA where apparently, nobody knows a guy who "knows a guy" that can take care of a situation like this.
