My last cruiser I let go mostly because of rust. It was a 95 with 96k miles, but the exhaust, brake lines, heater lines, underbody fasteners and frame all looked like they came from the bottom of the ocean after the undercoating fell off the first year. I was starting to get rust bubbles all along the bottom of the body. It was an IL truck "that spent almost its whole life in TN." It was a third vehicle that I rarely drove, but every time I took it out, I was having to fix something. Unless you are prepared to deal with the heartache of watching it fall apart before your eyes, I would say avoid serious rust above all else. Even if you are just wheeling it, be prepared to fix leaks and replace bits all of the time.
