Mark @65swb45 got back to me today with the diagnosis - looks like a combination of dingbat prior ownership, bad rebuild on the part of the current owner, and sheer ignorance in general overall.
The main culprit:
Notice that there’s a JET ON THE END OF IT. There wasn’t one in the carb that was on the rig, so I had no idea that it was meant to have a jet on it. And, since the prior owner had disabled the power jet and high idle, it never opened (and wasn’t a problem - from a dumping-unmetered-gas-into-the-engine perspective). Once I got the vacuum working from the power valve, and it opened, it ended up just tossing fuel into the engine causing it to run rich. Well there you go.
Secondary smoking gun:
This spring was missing from the secondary diaphragm, so when it opened, it didn’t have the help to return closed. I’m owning that one since I replaced the diaphragm when I did my “rebuild”. However the paper clip test showed that it didn’t move, which could have been due to the fact that the bolt with the hole in the middle was barely finger-tight (I’m owning that one as well, though I could have sworn it was nice and tight) and causing a vacuum leak. I’m sure that I’ll need to redo lean drop once this is back on the truck.
I’m sure there’s other stuff I messed up that I’ve forgotten, but these were the big ones.
I’ve bagged up the parts and will drop them off with Mark in the morning, so he can finish this out. I never would have known anything about that jet if he hadn’t caught it, and I’m very grateful to have that second carb so I can raid it for parts. Hoping this is the right size jet… will do some research on that next.
