Get a OBDB2 reader and its likely the code: P0051 - malfunctioning O2 Sensor Bank2, Sensor 1.

I got this issue and the fix was to replace the O2 Sensor on the passenger side.
With my 2004 LC, I needed to purchase Denso 2344138 O2 Sensor = Napa $85,00
I drove our 2004 Land Cruiser up on Ramps and replaced the sensor from underneath.
You'll need a 12mm socket to remove 4 bolts to drop the plastic undercover, then a special O2 socket to remove the Sensor.
Harbor Freight has this tool.

Kinda weird that the VSC and VSC Trac lights light up when its an Engine sensor, I would have just thought just the CE light.

Anyway, when done clear the fault code and all 3 lights will turn off.
I use the Torque Pro app and the ELM-327 OBD2 interface as my diagnostic tool.

I had a CEL code P0430 efficiency of catalyst system is lower than limit. Changed the bank 2 downstream O2 sensor, cleared the codes, CEL hasn't returned yet (waiting) but the vsc and vgrs wouldn't clear. Bummer!
 
With almost any CEL (Check Engine Light) from engine DTC's (Diagnostic Trouble Code). ABS shuts down, so we get VSC & TRAC lights.

We always want to read codes, record them and clear them. Then, see what comes back. Once repair completed, clear codes again!
