Ideal speed adjustment Weber 38

I have a Weber 38 mm put on my 2f by PO. The idea is set at 1000 rpm. How do it get it down to 650 -700 rpm?

that's the hard to get to or see screw. kinda behind the gears that connect the butterflies. it's easier to get to by going over the valve cover from the passenger side.
