A "Inside Bar" like on a highway patrol will be very quiet but may produce all kind of glare..On second thought, you should ask the guys in the 150 series section and see what those guys are running.

Try putting some rubber tubing on the fins not everyone start with a couple. Just slit down the middle and wrap the back of the fin a bit.

I had a 22" curved bar on the front of my last car. it would start a low pitched whistle around 45, and by 60 it was a loud high pitched whistle, enough to be annoying.
