I'm soliciting ideas on sealing the entire underside of a 14 ft dia pop-up style vinyl pool bottom? Lots of pinholes from being placed directly over playground sand that wasn't fully cleaned of the 1/4" gravel the sand was placed over. Gravel placed around the outside perimeter also migrated a few inches underneath over time; this would by far be the bulk of the holes.

I'm ruling out products such as Flexseal, Leakseal, Plastidip, etc because they all cover about 10 sq ft per $9 can, and at 150-ish sq ft, that's not cost effective.

Again, this would coat the bottom underside, not the side visible and walked upon.
I'm also assuming Elastomeric roof coating would also fail, due to the flexing when folded for storage and poor 'tooth' of the smooth vinyl.
 
Take a look at roofing membranes. Truth is it will probably be cheaper to replace the whole liner/pool than repair it in any effective way.
 
You can get around the smooth 'tooth' with fine sandpaper (by hand). You need to 'rough it up a bit' when you patch vinyl (waders, float tubes, etc.), using Clifton's Vinyl Adhesive anyway.

I've used Clifton's and PVC patches on my inflatable pontoon several times and, when done properly, it bonds, without fail.

When not being used, my pontoon is rolled up tightly and stored in a 38" roller bag... In 3 years, I've never had a patch or D-ring (installed with Clifton's) come loose.

But, I agree with @rusty_tlc , it would probably be cheaper to replace the pool/liner entirely.

That stuff is crazy sticky, very flexible, and has a durable top coat.
