1983 FJ40. The right turn signal stopped blinking inside. Right arrow would illuminate, but the external front turn signal does not blink (it lights up and stays illuminated) and the passenger/right rear turn signal does not light or blink. The right side does not hyper-blink.

Left/driver turn signal works perfectly inside and out.
Fog light and brake light all work perfectly both sides front and back.
Headlights driver side perfect, passenger side the headlamp works, but the white light in the turn signal housing does not light up.
Hazard lights work EXCEPT there is no rear passenger hazard side light illumination.

I'm guessing/hoping it's just a blown rear bulb, and a quick visit to auto parts store will solve this (wishful thinking).
But I wanted to ask the experts before heading out.

A quick session with the test light or multi meter will confirm- make sure to get quality replacement bulbs. The cheap chinese will create similar problems.
Looks like I'll head over to my friend's house where the test meter is/borrowed. He's closer than the auto parts store. And no cheap bulbs, for sure!
 
I would suspect a bad ground at the front signal light. The flasher grounds through the signal light mounting hardware, and over time corrosion and dirt can increase resistance. The running light grounds through the base as well, through the signal light reflector. If the contact between the running light and signal light reflectors is compromised by dirt or rust, there's no path to ground for the running light, and it will not turn on. All in all it's not a very reliable grounding system, so lots of people add an auxiliary ground wire. Anyway, it may be worth taking the lens off, cleaning things up, and also cleaning up the signal light mounting nut/bolt to improve the ground path.
 
Once again, thanks to all for the great input. Took part front and rear passenger side and put eyes on what this thread educated me on. The new bulbs worked, but the corrosion was obvious and it looks like that will be the next project to prevent future issues in the middle of nowhere.
Parts employees were in awe of the OEM rear signal bulb shape.

Sounds like two distinct issues. Rear bulb sounds likely since your ground is otherwise good.
Front bulb also since your flasher is grounded.
Check both carefully before you start - it's easy to say is not illuminating, but could it be just be very dim?
Pull the bulb and take a look.

Ground problems are common. So are bulbs. Even worse on 24v systems where the filament is even thinner.
