Is the piece of steel I am pointing to stock or added for the old winch or plow?

There has been all kinds of crap welded to this front end. So I guess that piece I pointed too in the picture above is gonna be cut off as well.

Cross member looks fine. I will eventually weld a support piece to the back side.
