A few things. One, the screw that is missing on the sight glass retainer always concerns me. Sometimes it’s missing because the hole is stripped out.
The counterweight over the secondary butterfly is raised; its natural position is down. It could be frozen. Would make me concerned to check the main throttle plates as well.
The insulator could be bonded to the carb, making removal problematic. The gasket is bonded to the insulator, and if it tears during removal, it’s a lot of work to get the remaining gasket material off the insulator to make it perfectly flat and reusable. I have a couple of tricks that I’ve developed over the years that I use here. No guarantee, but they do increase the odds.
The carb has a lot of oxidation. The oxidation will not come off in the dip tank. We spoke about “hand work” yesterday, so you know what I mean. I see about two hours of extra work from the photographs.
