As a metal brass conducts better than aluminum. However in the manufacturing process brass needs to be soldered which isn't as confuctive as aluminum. So a brass radiator has the potential to be better than aluminum provided the manufacturing process is extremely good in that only the minimum amount of solder is used to still provide a sturdy piece.
In the end everyone has gone to aluminum as a brass radiator that can compete isn't cost effective.
So if you are going aftermarket go aluminum. I personally only use the Kyo aluminum rads
