A sad attempt to pass CA smog

Took the ol FJ60 to attempt a smog this weekend. HC & CO levels failed miserably. Mechanic did some testing and was able to lower the readings by pulling the air cleaner off the carb and covering the carb intake. He is suggesting pulling the carb off and breaking through the anti-tamper to adjust the air/fuel mixture screw. Do you guys think this is a bad idea? He seems pretty convinced he can get it to pass smog by adjusting that.. I'm a bit hesitant giving him the go ahead because I read on mud that adjusting the air/fuel mixture should be the option after exhausting all else.

Here is my take just looking at the readings, with that much CO adjustment will bring down but not enough to pass I suggest get the carb rebuilt chances are it's leaking internally causing high CO you can also remove the plug once the Carb is out. I would go through the entire emission system and fix what needs fixing, do a valve adjustment once you get things running and operational set proper timing and maybe a full tune-up. I noticed that you failed the TAC possibly missing stove pipe. I hope someone else chime in and put in there 2 pennies. Goodluck and keep posting.

You should attach a pic of the engine bay for posts like this. Just gives us all trying to help you a good general reference of your truck and it’s condition.

I went through all of this for about a year. So did @DFXR. Get an emmisions manual and start going through the entire system one system at a time. Get a spool of vacuum hose from Napa. How long has it been since your carb was rebuilt? You need to inspect all of the large air hoses as well as the vacuum hoses. These can be cracked and they are hard to see when everything is in tact.

Your mechanic can try his hand at adjusting your carb but as someone else stated… It probably won’t solve your problem. Appreciate his go-getterness but I’m guessing he’s out of his element here with this.

We need a pic first and foremost.
 
Just my $0.02, but pull that carb and send it to Mark @65swb45 for a rebuild, then go through and change plugs, oil, tune, run it for 30 min before a re-test. Also not sure if you have a cat converter (am not very familiar with changes to the 60) but that could also contribute.

Has it passed smog in CA before under your ownership?
 
Among other things, I'd bet your AIR pump is worn out or not working at all. I'd also put a healthy amount of E-85 gas in a nearly-empty gas tank before retesting it.

After the e-test, fill it with regular gasoline and burn up the E-85 crap.

What did your mechanic quote to adjust the mixture screw? If it is not expensive what do have to loose? If it works your good to go if not then you can explore other corrective actions.
 
I agree that some pictures would be helpful. Your report shows TAMPER-ing and indicates the OEM air cleaner is missing. If this is true you may not be able to pass the visual part of the test regardless what your tailpipe reading is.

Your tailpipe emissions do show residual O2, so I'm not convinced the air pump is completely bad, but the catalytic converter may not be working. As recommended above, if your carburetor has never been rebuilt then you should do that. The carburetor from the factory has a solid plug over the idle mixture screw that needs to be drilled out to adjust the screw. If your carburetor still has that plug that is one indication it has never been adjusted or rebuilt.

You're running RICH.

Could be as simple as a carb adjustment, but probably something more involved. Many different things could cause an 'Unburned Fuel' condition.

If the Carb still has the 'Tamper' plug on the Mix Screw, there's a good chance your almost 40-year-old carb needs rebuild.
 
Put me firmly in the camp of paying the mechanic to pull the tamper cap and trying to adjust the screw.

IMO, if the cap has never been removed, the carb has never been properly rebuilt. Just an expensive blow job.
 
Do you have a working cat? I brought a truck from CO to CA and after failing, then fiddling with it for a while, it turned out it was the old (original) cat. Once I got a new one on there it easily passed.
 
Everybody, thank you for the replies. Ended up telling mechanic to go for it, so I popped out the anti tamper cap on the carb and gave the cruiser back to him. He messed with the air fuel ratio and she passed smog with flying colors.
Could you post the results? I am working on mine now and getting it ready. Was your test on the dyno?
