Okay, great advice. I will get one on order. Where exactly is this located?
The air pumps definitely don't last forever. Your issue -could be- as simple as replacing the air pump. If its the original pump, its 41 years old. Sometimes when they die, they seize (while you're driving) and cause biblical mayhem in the engine bay.
Since you're in CA and you likely don't have a record of an air pump replacement, I'd replace it anyway just for peace of mind. Also it will take one unknown variable out of the equation.
 
You most likely will have to disassemble the ABV. As the vanes in the pump fail the debris get loaded up in the ABV. Be careful not to mess up the screw heads, use a JIS impact driver to break them free. There are NO rebuild kits or gaskets available for it.

I had mine rebuilt through BZ in LA. Word is they do the work for Specter and might be the only option around:

 
So, upon further inspection, the previous owner removed the smog pump and replaced it with a smog delete pully. I already found a rebuilt pump on eBay and it's on the way. Hopefully that is the reason why there is no oxygen reading on the report. While I was down there, I noticed a vacuum line disconnected and can't find where it goes. It is from the bottom nipple on the high altitude compensator (HAC) valve. I have looked over all the diagrams, but it doesn't clearly show where that line goes to. It appears it goes back towards the carburetor, but can't tell for sure.

No air pump explains it!
The bottom nipple on the HAC valve is a vent to atmosphere. Its hose doesn't connect to anything. It just dangles next to the fender, secured with little plastic tie.
If you've got the HAC valve out, the bottom cap snaps off to gain access to a fiber filter. Might as well clean it. The HAC valve is always sucking in a little bit of air whenever the engine is running.

Did you buy the truck in California? In any case, PO was remiss in not mentioning this deletion during the sale.

Then again, the absence of a smog pump would be easy to spot if you made a personal inspection. Hope that does the trick for you to pass smog.

I would also wonder if anything else was removed during the partial desmog of the vehicle
 
Ha! Yeah, it came from Montana. When looking for a Land Cruiser, I was dead set on this color and it was a one owner, plus it was super clean and unmolested. I jumped on it and had it shipped here to San Diego. I so appreciate all the help and insight on this.

So, that auto parts store hose was attached to the ACV as a way to rig it up after removing the smog pump. I ordered both OEM hoses to properly attach to the new smog pump. Sadly, the clips for these hoses are no longer made. Wondering if maybe SOR had them.

Any constant tension clamp sized appropriately would be fine

 
Those hoses are long gone. Most likely your order will be cancelled. Start looking for used. SOR will have them, but you can save a bunch $ if someone here (classified section) has them. Other MUD vendors, too


If you don't mind, can you post a link to the pump you ordered. Just want to verify it's the correct one to save you some potential hassle.

It does come with a pulley, yes?

You may need the correct tensioner and bottom fastener. I don't know how your pump delete pulley is mounted.

So, I definitely have the original pivot bracket but not sure on the adjustment bracket. Wondering if the delete set up will work the pump.

Sell the smog delete pulley after you put the new pump in, to recoup some of your cost
