Just installed an electric pump and it does the same exact thing. ARG. At this point, the issue HAS to be localized to the carb itself.

If you’re reasonably sure it’s the carb, maybe the float drop on the needle and seat assembly is too tight.
 
My problem is getting worse, and I think I found out what's going on. I took the feed off to do a flow test, and the inlet is packed full of rust. I've been in there before, too, and it was clean. Now it's got rust in it. EVERYTHING is new... except the factory hard lines. Whoever 'restored' this truck just cad-plated everything, and it looks like they didn't clean anything before hand. The lines themselves are degrading from the inside-out.
 
I'm going to pull the top of the carb back off and check the needle & seat. I suppose that blowing out the hard lines with compressed air somehow dislodged more crud and it made its way into the carb feed. When I took it all apart to set the float level, it was all clean. The lines must have been partially blocked and I just made it worse.

I really hate going behind an unkown person's work. Thank you everyone for your suggestions. Let's see how this goes.

Well, I’m glad you figured this out!!

I cleaned my hard lines by shooting carb cleaner thru them, then compressed air, then denatured alcohol, then compressed air, then made sure they were completely dry before reinstalling them.

You may be able to reuse them...
 
It's a 78, and the return line is on the carb, not the pump on this one.

I also replaced the spacerless new pump that was on the truck with a new oem one from a 77, just in case.
 
take steel cable and untangle the end and use it to scour out your metal brake lines then flush them.

Are you suggesting using cable like winch cable and fraying the end on purpose so it acts like a scouring brush?

Exactly,
16-18 ga wire cables you just run them through like a bore brush. Works excellent.
 
There is a product called a bore snake used for cleaning gun barrels . It is excellent for cleaning tubing.
