My 83' BJ42 doesn't start well unless its warm weather. I notice that the glow plug light stays on for the about 2-3 seconds if its 30 or 80 degrees. When it does finally start up it blows plenty of white smoke for about 15 seconds. Would this be the glow plug timer causing this problem?

Do you still have the factory super glow system or has he been altered to the Wilson switch.
Do you hear the relay click when the plugs cycle from pre to post glow.
Have you put a multi meter on the busbar and plugs to test them.
What's the age of your plugs have your replaced them and are they after market or OEM.
Have you tried double cycling the glow system when its cold outside.

- It's the factory super glow system.
- I hear a click after about 2-3 seconds.
- I have not put a multi meter on it, what would I check?
- I replaced the plugs a few years ago with after market but It hasn't had more than 2,000 miles since then.
- I have tried double cycling the plugs but it doesn't help.

I have noticed that there is a glow selection if you turn the key backwards but all it does is engage the starter, any ideas?

Sometime, only one dead glow plug can give you a hard time to start and blows plenty of white smoke !

Is there power at bus bar when you turn the key on?
 
If this is an unaltered 42 you should have 2 stages to your glow cycle the first being pre and then post glow its been a few years since I have started my 42 but I recall waiting for the sound of the click from the relay before I would start in cold weather and sometimes I had to cycle it twice without cranking to get heat into the plugs and combustion chambers.
After the second cycle it would start up with very little smoking and stumbling but it is not uncommon to have smoking and stumbling when extremely cold out you just hold the gas pedal at about the 1000 rpm range to get heat buildup for a minute or two.
It also is not uncommon to get a bad plug I have had this happen a couple of times when buying new plugs it is frustrating when this happens or having one burn out after a few months buy quality plugs don't cheap out on glow plugs.
 
Continuity is good. Could this problem be the timer?

Did you take off the bus bar between the plugs before checking? A plug works if there is continuity. if only one is working, you'll still have continuity with the bus bar connected.
 
also, when bus bar is off, diconnect the wire going to it. Measure what voltage you get to it. Easy if you have a max/min setting on your multimeter. If not, have a friend look very closely at the voltage while going on and off the key.

But then I checked each plug individually and there was no continuity. I originally said I had continuity but that is what my mechanic had told me. It appears my glow plugs are bad. Any ideas?

Sounds like your controller is good.
You can most likely just swap plugs and be golden!
Check if there is a name or number on your plugs.

hi, ... 18 second with 22,5V maybe too much time IMHO normally the first stage of superglow is 2 - 3 seconds when warm and 5 max 10 during the winter...
