It has (apparently) a Colorado emission sticker in the windshield. Looks pretty clean. I would not try to start it until you pull the plugs and put some ATF down the cylinders (and all the other things you do to a long-parked truck).
A complete setup would be 2-3K, but your parts pile (disassembled, without gearbox) seems more like 1K to me. Driveshafts are hard to find, so look for all your parts.
