Looks like an inline coolant drain. I had one on my 69 FJ40. It was located between the seats inline with heater hoses that goto the rear heater.

Alfred, as fate would have it, less than an hour ago, I saw this exact part in the FJ25 or 45 classifieds. I think it sold for something like $16. Considering that I have only seen a handful of them, I would have thought that it was more valuable.
This part is a combination of no. 87268, "C**K", and no. 87249D, "PIPE", in the following diagram.
It allows you to purge air from the rear heater line. When open, the discharge goes through a tube that exits the tube through a hole in the floor which has a grommet protecting the hose from abrasion.
