What is this, Series 70 thing?

I was removing the pump from my fire truck and discovered this thing sticking out of my axle never seen anything like it, what is it?

Gives less pressure to rear brake when it's empty, and give more pressure when have heavy load. Its avoided block rear wheels.

So do I just remove the stick thing or do I need a whole new brake proportioning valve

Not sure what you mean by "stick thing"? It looks more or less correct to me as is. Maybe I'm missing something in the photo.

Edit: Here's a part's diagram reference from my '94 FZJ75 that might help you. I don't know what year your fire truck is but they didn't change much if at all through 1999.

 
It usually gets dirty because the cover gets damaged. Would be to change the valve (+0- $100) and buy the rubber kit (04477-60010). Sometimes the bar wears out so you can solder or replace it (47920-60050 it includes rubbers).

There is nothing wrong with it I’ve just never seen anything like it before, is it normally on the 70s series land cruisers or Toyotas in general, or is it some kind of weird option?

Not an expert but I think it's fairly common on (edit) these vehicles. My '97 80 series (with rear disk) has one as does my '94 75 series (with rear drums). Not sure about the '77 55 series.

Which right? Looking at the photo or from the car's perspective? Suggest you edit the photo and circle or point to what you're talking about. Sorry.

Yeah... Normal on Toyota Land cruiser or hilux (Old)... New 2020 series 70 without abs still is the LSPV.

As it is never maintained, it sometimes gets stuck due to internal humidity or dirt. check that the internal stem is free.

Do you need to do anything to it if you lift The truck?

If you want lift the suspension check 80 forum "LSPV". Exists a lot of solutions... Extension, manual valve, deleted....
 
My advice would be to remove whatever "fire truck" stuff you want and leave the mechanical (drivetrain) aspects of the vehicle alone. Take them one step at a time later. This is a "leave it alone" part....at least for now. Just my 2 cents.

few months ago I changed it for the first time on my ute, since 92
