What you have there appears to be a Pair of Dikes.

ie. Diagonal cutters, they are typically used to cut copper wire.

Those are not ordinary dikes. They look like they are made for a special purpose, maybe cutting hog rings in furniture.

The other thing is a zip tie tensioning gun. Usually made by Paladin or Panduit.

Here's one I just got yesterday, last time I saw a set of these it was about 10 years ago at my friend Bud's (BudBuilt) place, and I always wanted a set. They popped up on craigslist yesterday, right up the street, so I went and grabbed them for $20.

Yup. Actually, one is for 1/4".

These things are really sweet, you can remove AND install studs with them, they somehow grip the threaded portion of the stud but don't mess up the threads. Made in Germany. No more double-nutting for this guy!

It has those holes in the head of the cutters. Would they be for putting a bend in the different guages of wires?
 
It looks like the tool used to secure band clamps and apply tension in one shot. The band clamps for securing the dust boots on CV shafts?
 
no and no.

the two holes you see have allen head set screws in them.

Nope you haven't figured out what mine are yet.
The angle in the blades indicate that they are designed for flush cutting

That looks like either a wire striper or a cable tie cincher and cutter.

It has a specific purpose
KLF was correct it is cable tie tension tool designed to tighten cable ties to a specific tension then cut the tail off.


Edit: Guess I should have read ALL the post before I posted. :doh:
