Probably because you are in IL too and in less than 10 years the cables are rusted junk because of the salt and you or someone else had to cut them because it was applied and the cables wouldn't release because the spring on the end is'nt nearly large enough to pull the rusty cable back. With an A/T lots of people never use the parking brake to keep it freed up. It needs to be used every day-most manual trans vehicles are-or NEVER. I've probably cut the cables on 100s of cars to get them to move-and replaced rusted through brake lines on 100s. the DOT should require stainless parts in for these parts. Brake parts in the midwest will rust off-springs etc-bonded linings will rust OFF the shoes.
I use my ebrake all the time. When ever I park I roll it to neutral, lock the ebrake, then once all force is off the transmission I put it in park.
Only time I ever had any problem with this procedure was in North Dakota. Don't drive around in wet, sub freezing conditions and then apply the ebrake. Once it cools off and sets it won't release until the temps warm up or you drive long enough for the brake to heat up and melt the ice.
