It doesn’t, I can’t get 12v to leave to relay and go to the starter solenoid.
Does the b/w wire or b/r wire from the ignition go to the relay. If so, does it have 12 v there at the relay when you turn the key? if so, yes I would bypass the relay and see if that gets current to the starter solenoid

Success! Removed the relay all together and reconnected the black/red to the starter solenoid. Fired right up. Still not really sure why it was in there in the first place, but this chapter is closed.
Pretty embarrassed I fell into the parts shotgun trap, but lesson learned (again).
Duncanrm and g-man, thank you very much for helping me through this. You’re the reason this thing is running again.
