Is there supposed to be big ol slug under the power piston? Are the needle bearings supposed to turn? Asking for a friend.

30 yr old baked sludge I'm guessing. Looks/feels kinda like plastic but brittle. Most the working parts in here are good. Lots of buildup under the piston and between the two needle bearings. The one nearest the output is barely moving. If anyone has tips on how to get these out I'm all ears. They really don't want to move.
Note to self: add filter to power steering system when you do hydro-assist.

This was my solution.
I just took my box apart and was shocked at now much nasty, gummy stuff was in there. Not as bad as your picture but it was not looking good in there.
