Is there supposed to be big ol slug under the power piston? Are the needle bearings supposed to turn? Asking for a friend.

30 yr old baked sludge I'm guessing. Looks/feels kinda like plastic but brittle. Most the working parts in here are good. Lots of buildup under the piston and between the two needle bearings. The one nearest the output is barely moving. If anyone has tips on how to get these out I'm all ears. They really don't want to move. What's that slug made of?
