So I managed to set the timing correctly and the RPMs are hovering right around 700. A little high but not by much. However the exhaust smell is very rich and there is a fair amount of carbon build up on the tail pipe. Is this normal or is there an adjustment that I can make to set it less rich?

So it turns out that I am an idiot. I had my choke pulled out and set my timing to that. Once pushed back in, I retimed the engine and checked with a vacuum gauge. Everything is much more better. The richness has gone down significantly.
Sounds like something I would do!
