Do the covers shown in the amazon picture fot over the 4runner blades?

Sure the heck do! Also, I replaced the nuts with a 13mm for a little more bite/surface area, and it fits over those, too.

Just replaced my 87 fj60 front and rear wiper arms with 97 4runner arms. Works great!

IIRC, the only 80 arm that works is the rear.
