My daily driver is an FJ60 with ZZ4 crate engine, 700R4 transmission and 265/75-16 tires. When in top gear (0.70:1), my rpm at 65 MPH is ~1860. When I come to a moderate hill, I cannot maintain this speed without dropping down into 3rd (1:1). I would like to run ~33 for tires, but I'm concerned that my top gear would become almost unusable (too lugged).

I want to install ARB air lockers front and rear and thought that this would be a good time to change gearing. I currently get 15 mpg on the freeway and would like to maintain this, if possible. Can anyone recommend diff gears that would be better than the stock (3.70?) gears? Would 4.56 gearing be too extreme. I estimate that this would put me at around 2145 rpm at 65 mph. It seems like, at this rpm, I would have better luck maintaining 65 on a slight hill.

I'm not concerned about off-road performance, obviously anything bigger than my 3.70 gears is going to be an improvement.
 
This chart is based on 65mph. 1:1 drive ratio. Not overdrive.
Green is ideal. Your tires are basically 32".
Don't use overdrive on hills.
