Which way do you think is up? Like it sets in photo or the light bulb on top?

I think the orientation in the photo is up.

Light at the top. The light will turn on when you turn the switch on, which for me would be "up".

Also notice the little angled lines, for a fog light they would point down toward the road.

I'd say light on top also. No reason why just looks better that way to me.
