Looks like a return line fitting on a mini truck steering gearbox
 
Rod and nipple were used so that's worth something!

That's either a full line retainer or the retainer meant for the vacuum hose on the PCV. My non-educated guess anyway.
 
Maybe, but where would it go if it were the fuel line retainer?
