Need some live time help: Cam shaft removal.

There are two bolts behind the cam shaft my FSM is telling me to remove. Unfortunately the holes on the gear won't line up to allow tool access.

I assume these are some sort of keeper? Lifters are all removed, and I only have about 2mm of play in the cam shaft.
 
Fuel pump, distributor and all the lifters are out. Is there anything else I am missing here?
 
Pics? You should be able to turn the cam until the holes in the cam gear line up with the bolts on the thrust plate. The cam isn’t coming out without removing the thrust plate. I can’t imagine anyone makes a cam gear that doesn’t allow access to those two bolts. Removing the cam gear first is an option, but good luck.

I mean unless the yahoo who last was in here pressed the cam gear on over those bolts, how did they get it bolted up?
