I went through this and it was the intake / exhaust manifolds, are you running headers by chance? If not it could be as simple as a hose or as disappointing as a crack in the intake manifold. Pics might help us help you.
Sure sounds like a big vac leak, spray carb cleaner at the base of carb and all around intake and exhaust manifolds to see if the idle pics up. Pics of the engine bay may help the community solve your problems
Man this sure sounds like a vacuum leak, have you looked at your vacuum reading after all the work you’ve done? A rebuilt 77 carb should be a good match for your 2F.

I test fitted the two and all seemed good so I ran with it.

Think I sourced a replacement at the hardware store for the 40, had to use a flat washer and rubber washer to accomplish what the original part handled.
I had trouble finding this part number, it wasn't listed on the online Toyota parts dealer sites (or at least I couldn't find it), but I found it on a different parts system.

New radiator is in with the blue clutch fan. It seemingly cools so good i had a hard time getting to temp for the thermostat to open and bleed the system. We’ll see what happens when i take it up the mountain. Hope it keeps nice and cool now.
That interesting about airflow at different speeds. I didn’t think of that.
A new OEM radiator is on the way (comes with the foam) and a blue hub clutch fan. I got the non-modified version so i could modify it to my liking if needed.
Hadn’t ordered the bumper/winch yet. Only the sliders. I have always like the shirt bus. It is simple and not bulky looking. In my opinion it looks best on an 80 with minimal lift like mine.
Large cap FJ60 here with a Jim C rebuild and recurve, many years of solid service. Echo @1911 that parts are getting hard to find if it ever lays an egg.
