If I’m seeing what you’re talking about correctly that is you PCV valve. The T may be a hold over from emissions and can be blocked or could go to your distributor.

You are seeing it right, I can block it with my finger and the idle drops but not so much that it seems to low so maybe I'll just plug it. Thanks for the help.

Is there a hose about that size going from your distributor to your carb?
I'll have to see where it is going to but there is one that size going to the distributor, I only know because I just changed the plug wires and noticed it.

Are you using the factory air cleaner? A hose connects to the bottom of the air cleaner for the HIC look up the vacuum diagram if you still have it.

@vipergrhd has nailed it. Hook it up if you still have it. Bottom part of your air cleaner on passenger side.

It was the vacuum source for the circuit that provided ventilation for the distributor cap.

if you do not have BOTH the oem hoses hooked up properly to ANY Land Cruiser Distributor cap correctly ,

and not plugged either ,,,,,,,,,,

water / vapor will collect inside and under the cap in short order , this WILL short out and burn up a transistorized , and fully transistorized MED and BIG cap dizzy units

hose from fire wall draws dry air from inside cab of Land Cruiser , via a small metal cartridge, filled with white fiberglass , AIR FILTER media , sometimes black charcoal too , which CAN be both re-freshed any time via your PET SMART Aquarium aisle for under 10$ ....
the other hose ( 2 different sizes draws air from the air flow meter on a 3F-E , and the air box on a 2F
this constant fresh clean air flow ensures ZERO humid moisture build-up for like a eternity ....
it's a SOLID system to keep in place ...
both 2F and 3F-E dizzys have a TINY O-ring seal called a packing ........
if you don;'t see it BUY IT and install it .......
it's a water proof SNOW-VERSION feature we are lucky TOYOTA did and had .......
see below TECH images ,,,,
buy a spare , i bet they are disc. soon
use di-elec. grease of the like to install them ...

I'm trying to understand all of this... I have 2 hose's to the top of the distributor, I'll look tomorrow and see where they come from. I'll also check the seal on the distributor. I still don't know what to do with the open T above the pcv. It definitely makes lots of noise sucking air!
