Just curious as to why my sub tank fuel solenoid is set up like this?

Just curious as to why my sub tank fuel solenoid is set up like this. It has two one isn't connected to any lines but is wired up. The second one has lines feeding into it and is also wired up. Not only that but on of the lines coming from the main tank is pinched closed. Wtf was going through the previous owners head?
1 = 1st solenoid
2 = 2nd solenoid
C = clamped line

Your return solenoid is cut out of circuit. default is to main tank but I can't tell where enough of the lines are to determine final destination. If your main solenoid is working fine switching front to rear then electrically you are ok. Install a new return solenoid and see how it does.
