I just went back to the first page and I noticed that there is no #11, so that number is still open if anyone wants it.
I wouldn't take that to mean they were counting 2 for themselves, I took that to mean adding up 2 since #10 was declared and thus #12.
If they were counting 2 for themselves, why would they declare #12 and not #11 & #12?
Though I guess it could be either...

Looks like we might have to start over from the beginning

@Shark56 also lists three in his tag line, to add to the confusion.
And there’s confusion in the mid-teens as well.
So, the government approach would be to say that there’s over 100 FJ40’s represented by Mud. Close enough (FGW).

So now plus one the total.
Im certain the three I list now were never counted by a P.O. but I wonder how many have..
