As small as the teeth are, it must do something to the electronics to change things.
I cant see how one small tooth could affect the strength of the door spring but what do I know, I don't own an 80 anymore.

My door handle (DS) broke as well (on our PanAm trip) and managed to fix twice) with credit card 'sleeve' (+glue). Have replacement now ready (needs paint matching job) when I get around to it
 
I'm in the same boat, but in California.... Can't get my 94 to pass the CO
My numbers are close, but no cigar. This isn't my first rodeo with this truck. I have to deal with this every 2 years...
Last test, I had no issues, not so lucky this go round.
Here are my numbers:
1st test:
Idle - 1.00 max - tested @ 1.00 (fail)
2500 rpm 1.10 max - tested @1.58 (fail)
RETEST:
Idle - 1.00 max - tested @ .86 pass
2500 rpm 1.10 max - tested @ 1.74 (fail) number went up!

My drivers door handle broke too (about 3 years ago) and I'm almost at my wits end... I'm goring to try and make the adjustment mentioned above and pray that helps... Any advice is greatly appreciated!
