Following up on this for others… if you buy an eBay fob like I did, make sure you get the codes from the original fob and the chip inside. The seller I bought from actually double checked I was buying the right one luckily.

Also make sure it has the right number of buttons. My codes matched, but I neglected to notice the new one had a trunk button (which my '08 doesn't). Dumb, I know, but I was focused mainly on the FCC ID

I am failing on the last step of the key fob registration:

Recognized existing key, move to next step
Recognized new key, move to next step
Per directions, set key (I assume new, tried both) to passenger seat.
Fails at this step every time.

The one thing I can't find to confirm is the "Smart Cancel is Off". No idea if this is a setting in the menus or what. I attempted with IG off, in ACC, and ON... all had same behavior. I even put a fresh battery in the unprogrammed key and I cleared all keys except master (I am not the original owner and 3 keys were registered).

This is on an '08 by the way.

Any ideas folks?

I had the exact same experience when trying to program a Toyota OEM (purchased from dealer) key fob for my daughter's 2023 4Runner. Not successful. I haven't been able to figure out a solution yet.

Did you see my follow up? Maybe the dealer sold you the wrong version??? It worked first try once I had the right key
 
His follow up and mine seem to be pre 2017 MY success. Others with issues doing the steps seem to have a different immobilizer pin issue with the newer models.
 
I programmed a "credit card key" using the Launch last night. It was very quick and easy on my 2013 LX, using an FCC ID: HYQ14ABB card that I bought from Bell Lexus in Phoenix. Nice Lexus shop there...got to check out the LX700h and drool a bit.
 
Ordered. First project will be recording AHC pressures before and after "long travel" mods.
 
Mine came with version 51.3 installed. It absolutely will not connect to my 2014. I see that everyone else has version 51.25. Mine also came with someone's vin in the history indicating it was used and returned. I guess I need to find a way to install an older version or just return the thing.

I have a 2014 LC and get the same error message. Did you figure this out?

Yeah, the fob I was trying to program was the wrong part. It had a trunk release button and despite it having the correct board and FCC ID numbers. Once I got the right part (I got it through Toyota dealer when they were running a 25% off sale), it worked on the first try.

The fob that I bought is the only P/N that I can find looking up from the VIN. It does not match the FCC ID of the one that came with the car. I ordered a used one on eBay that does match the FCC ID. I’ll try it when it arrives and report back.

Still no dice programming a fob for a 2023 4Runner. I only get to the step where you confirm ignition on and no phone/radio source near ignition. After choosing "OK" (or whatever the confirmation wording is) a message pops up indicating communication failure.

What detail I can find online points toward a change in Toyota fobs and Entry/Start comms in or around 2023 model year. I see indications that a locksmith or dealer system is required. I'll give the locksmith route a go first and then end up at the dealer as only a last resort. (I'll update with whatever solution I end up with.)

This is the first item I have run into that this Launch device has not been able to accomplish. Having 6 toyota/lexus vehicles in my fleet, this is a nice tool even with this limitation.
 
If someone can confirm this does the AHC height offset utility, AHC pressures and zero point calibration, I'd like to buy one. Any LX guys try this out yet?
Can confirm it worked on my 2013
