Hand throttle is stock on the Fj62 with a automatic. For what reason

I would think it was even a better option with a electric winch. The only safe way to operate a PTO winch is with someone in the driver's seat to controll the clutch and PTO lever. So a hand throttle is not needed but nice. Some electric winches come with remote control so you can be out of the cab. But the winch motor is just a single motor so depening on how hard the pull and how full the spool we help determine that amp draw. Increasing the idle will help the alternator output keeping the voltage up. Higherr voltage = lower amperage. Plus under low voltage the winch motor will over heat faster. Without a hand throttle it's harder to take advantage of the winch remote control.
