FJ40 flimsy top

Folks if this is covered somewhere here I apologize. My FJ40 top is very flimsy. The inside has had a layer including the headliner removed at one time. Is there a solution to sturdy this top up from the inside? Maybe a product that gets sprayed or glued on? The underside currently has hundreds of points pointing down. Something has been removed.
 
Pictures of what you are trying to describe would be helpful. It sounds like your hardtop deadliner has rotted away and what you are seeing are the glue ruminants. Those will need to cleaned off before installing a new headliner.

Flimsy?...Is it bolted down all the way?

Mine's never had a headliner and is fine
Its bolted down good. I had a chance to look at another 40. It seemed to have a hard buildup under the 1/4 inch of fiberglass. It looked like a 1/2 of material which then the headliner attached to. I am looking to find out what that material is as its missing from mine. I am not kidding, my top imitates a waive when going down the road in spots.
 
We need photos….one of the first things I did to my 40 is rip the headliner out. Top is solid as can be.
Did yours possible have an aftermarket sunroof that was removed/repaired?
 
My guess is half the underside is missing and shards of fiberglass are hanging down. That could cause a weak top. I haven’t heard of not having a liner to do that.
Pictures of the thing would say a lot more.
 
Maybe it’s a FST 😂
