I've cleaned up damaged spines with a thin diamond file like this http://www.lopacki.com/files/

I used a zip cut then cleaned up the splines with a triangular file iirc .

I installed thicker (about .5mm) gaskets, no RTV, that were made out of a rubbery type material vs. the paper gasket. Not sure what the problem was but both wheels spin nice and free now.
