There is a small bass twist cap at the base of the distributor that seems to have a hole in it. What is the purpose and should the hole in the twist cap align with the hole in the it covers? Assume it is a vent or something

I think that is where you can grease the shaft. Purely a guess. I try to avoid pinging @FJ40Jim one of the many things he is famous for is rebuilding & recurving Land Cruiser dissy's so I know he would know. I searched and don't see where this question has come up.
 
Oiling port...put a few drops in now and then

Octane adjuster is the silvery knob...
