Probably low refrigerant. Many toyotas show your symptoms when that's the case.
turn on your rear AC and see if that helps
My wife's FJ Cruiser does that when it's low on refrigerant. Weird, I know. Usually needs a boost every couple of years.
There is a Techstream utility to re-initialize climate servos that is supposed to me done after battery is disconnected. This fixed my problem.

I had this problem ~ 3 years ago on front passenger. I'm pretty sure I recall seeing a TSB update for the AC in Techstream back then. Pointed that out to the Service Advisor while still under warranty.
The dealer service record stated: Found loose connection on actuator, secure connection and ok....
I have since lost trust in that Toyota dealer so who knows what they did to correct. Could have been Techstream reinit climate servos like @tbisaacs stated above.

Mine was same after battery was disconnected a few years back. The dealer reset the servos and was good to go.

It is also possible your recirc flap is broken, which would align with what prharper had happen.
I actually looked at OP’s location and being Toronto I assume corrosion is present and rear AC line leaks are common as a result.

Thanks for all the replies. My LX gets rustproofed twice a year with fluidfilm. Im pretty anal about rust and my LX 
I can see the recirc flap open and close where the filter is located.
Rear does not blow cold air, unless in "Windshield" mode in the front. Otherwise blows warm air.
I will have to get techstream and reinitialize servos as my battery was changed two years ago. Any idea where that is inside the software?

Here you go. I need to go do it to mine today. My passenger side hvac gets out of whack routinely. I typically have taken it to dealer to complain but they keep saying they won't do it for free anymore so I got a techstream setup finally. There is a TSB for new ECU load to supposedly fix this that my local dealer swears they loaded it but the passenger side servos keep getting screwed up. Sometimes they get stuck only blowing defrost sometimes only to the floor vents.

Here's another good one that includes the link to the TSB. I've been fighting this issue on my 2018 since I bought it new. I'm getting triggered as I type this thinking about how much of my time I've wasted bringing it to dealer under warranty to fix this for 4 out of 5 times they say they can't duplicate and send me on my way. Even when I hand them the printed out TSB.

I was going to jokingly suggest dual climate control... but after reading this thread it actually sounds pretty frustrating.

Ugh. Back at dealer this AM for no blower control. I could not get it to reset with Techstream at home. I only get defrost on driver side no matter which air direction I pick.

If you covered this I apologize, but have you confirmed the recirc flap isn’t broken?

Confirmed not broken. And it's only the driver side stuck on defrost vent. Passenger side works fine. They are ordering me a new AC amplifier module. Apparently they couldn't get it to reinitialize either. Glad I got the extended warranty. Only got 15k miles left on it though so I probably won't have it long enough to get a new radiator too.

Well I just picked it up and air now coming out of main vents so they were able to at least get it unstuck but are still ordering me a new AC amplifier under warranty.

It’s effectively the brain of the AC system.

I presumed it to be the ECU that controls all the AC functions. The one that the TSB thread referenced above says to reprogram to fix this. I was told several trips to the dealer ago for this issue that it had been reprogrammed and this time they are ordering me a new one. Hopefully that has the new software load in it.
On a different note this trip to the dealer with this service person has been such a pleasure. They are usually a nightmare and this guy has been amazing. Listens to me and my explanation of the problem and how long it's been going on and all the research I've done on it etc. Also apologized for previous trips where others had blown me off and done nothing. Simply amazing. No idea if the new ECU will fix it for good or not but the effort has been stellar. I actually can't wait to get the survey in the email this time lol.
