You should prolly start another thread on this, but the AC idle up is different from the amplifier board. Board controls the rate of compressor cycling and when it kicks in. I suppose if the board is bad, then the comp would never kick in - I'm really not that versed in how the whole thing works together --
However, if the RPMs do not increase when you turn on the AC, you need to check if actuator on the carb and valve are working, then go from there depending on results.
I had the same circuit beaker tripping. Took it to local shop. The blower was pulling 40A at Hi setting. With 90 degree temps...ac is vital so I bit the bullet. Aftermarket blower was ordered and installed. I was thankful that new aftermarket is still available. The question is....for how long??
I have the same issues if the blower is used on setting 3 or 4 with the AC on only, heat is fine. I will be interested in hearing a resolution, if any.
Best bet is it's a heavily worn motor. Complete cleaning of the commutator (to include getting all the packed gunk out of all the skinny little gaps) and a new pair of brushes will correct it. Only potential issue is if the commutator itself (the segmented copper ring, which rides on a phenolic shaft) is too worn it may not last much longer. There's a way to fix it, but it's a big pain. Though with OEM no longer being available and the only replacement I can find being a Four Seasons brand (which I think is Chinese) on Rockauto, doing the in depth work to repair the commutator might be worth it if you have the time and patience.

Napa has this unit for ~$60, I am not familiar with Balkamp brand, nor can I locate where it is manufactured. I may purchase it and give it a try, I need those extra settings. Honestly you might just have gunk built up in the clutch & coil assembly of the compressor pulley. Granted it'd still be a PITA to take care of because you're still stuck having to open up your system and remove/reinstall the compressor, but at least cleaning it all out won't cost you any more than the cost of having the system evacuated and charged.
Do you have the FSM? It'll tell you what to check to troubleshoot a blowing fuse. IIRC the A/C amplifier itself can sometimes be the culprit too.
I picked up the blower today from Napa - it says its made in Canada; it will require cutting and splicing the connector off the OEM unit. Standby for the install.
@Spike Strip is the man. Thanks for the blower. The one I removed was really crusty. Glad to have a shiny new one. I installed it in 15 minutes and replaced both 30a breakers. Problem solved.
