I am consigning this for a friend. 1990 Toyota Bandeirante. Imported from Brazil. LHD. Previous owner did an overhaul and (sadly) added LED headlights, sprayed the under carriage (some signs of surface rust dust but no signs of corrosion) , clutch, and an overhaul on the engine. The importer performed an alignment, oil change, replaced rear main seal (small leak upon receiving), and added some mediocre A/T tires by Deestone (I never heard of the brand but assume it is on the level of Hankook).

I felt and looked at the roof seal and no bubbling. Some surface rust dust on window frames. Unsure of paint, but assume its repaint. I will go back with paint meter and test levels and search for Bondo at the known rust spots.

Original Mercedes Benz OM-364 4.0L Naturally Aspirated 4-cylinder diesel and geared to a 4-speed manual transmission with a 2H/4H/4L transfer case. In my humble opinion, this is a cumbersome transmission to wheel in...but I only drove it 2x, perhaps it is an acquired taste.

This has been registered in California.

Rear left shock/strut needs replacing.
Needs carpet...or not.

Asking $49,950. Inspections/PPI's are welcome. Rig is located in San Francisco.

@Pigeaten PM coming. Re: Title. Yes it has title and we have done several. Have no idea what you are talking about because you can't receive the initial plate/title without the proper paperwork. There is no "caught up," about it. If you don't have the proper papers and procedures done. there are no plates and title.

What is the proper procedure for a vehicle w/o a federal emissions sticker?

As near as I can tell from endless conversations with DMV, ARB and the land cruiser community ... the only proper procedure is a $10-15k vehicle modification (to install a non-nonsensical DEF system in a diesel or who knows what to make a gasser SMOGable). If you've found another proper procedure, every potential owner of a non-federally-stickered car in California would like to know about it.

Otherwise I'm guessing either:
1) you got through before the 2017 change in DMV procedures
2) you're on borrowed time
3) you've successfully slipped through the cracks. Possibly by adding a 1990 federal emissions sticker under the hood.

Since you already have the plates and title in hand, I'm guessing it's #1 or #3.

Good luck with the sale. I'm really hoping for some good news here. I'm currently shopping for a 70 series that I can register in my home state.
 
CARB - California Air Resource Board - watch out for them, they oversee all DMV transactions

I personally had a plate revoked from a vehicle purchase 9 months after a legitimate registration. Thankfully I didn't pay a premium for the vehicle and was able to sell it later for what I paid to a out of state party that didn't have the same challenges.

@bugsnbikes yes, price drop. Seller was ambitious in his initial ask. @TreadingLight Not #3. The process is an arduous one that I am not willing to type out here how the seller did it. But title and plates in hand now. Plates just came in this week. Took 2 months to get after he got registration. @777Gage yikes. What was the vehicle? Why did they revoke if it was a legitimate reg?
 
as mentioned before.....Calif Air Resources Board can grab anything that is not a federalized motor and seize it and take it to be crushed ! if they wanted,,,,,,but for now they are just revoking registrations and effectively getting them out of California. DMV also can look up to see if the vehicle itself (not just motor) is federalized....ie...toyota 50 state legal and since Toyota never federalized a Bandierante double cab anything......that could also be seized and sent to the crusher at any time. Registration is meaningless if either entity decides to enforce the laws on the books. For now they seem happy to revoke registrations and get em out of state. And then theres Gavin Newsome....he will seize your s*** just because and sell it off to pay his alimony and Fleur De Lys lunch tabs.....

It would be super easy for them to just do a database search on every Toyota with a diesel reg from '80 to '97 and figure out which were OEM Fed diesels since there were so few of them. '79 and earlier diesels are not subj. to any restrictions, even in CA.
 
You guys are too paranoid, there are millions of cars registered here in California. I highly doubt a handful of imports that may not be legit, cause a big red flag? Hope they have bigger fish to fry!!

Best of luck with the sale and registrations. Always looking for positive examples in CA as the DMV/ARB/BAR seem to have lost their minds here and are causing many of us great hassle.

Are you sure about that? As I understand it all they can / tend to do is revoke your registration.

The feds on the other hand, can and will seize a vehicle to be crushed for an illegal import, but that's not the case here.

As I understand it, vehicles like this are federally legal and not under threat of seizure/crushing. But the idiotic policies of the State of CA along with a slow bureaucracy means some risk of canceled or denied registration, which can happen months after you leave the DMV thinking you were successful.
