91 3F-E. Very sluggish acceleration

My brother has a 91 with a 3F-E . It seems to have a terrible time getting any kind of momentum down the road. It almost seems as if something is stuck underneath the gas pedal but it is clear. It will only rev up to about 2700 rpms at best. When I put the truck in park and give it gas it revs up as it normally would. My guess is there is a sensor or something with the tranny that is off or why would it act fine in park. Has anyone encountered this problem before? Thanks for the help.
 
Sounds like you need to adjust the throttle cables. There is one cable from the accelerator pedal that goes to the throttle body, and one from the throttle body to the transmission. Each should be just short of taught when the throttle plate is closed. They are adjusted with a double nut set-up at the throttle body. Do the one from the pedal first.

What does this statement mean? Is the pedal hard to depress? Does it get stuck? Does it have full range of motion? Have you checked the linkage?

Reving in park will require much less throttle input as there is no load on the motor.

I took it to mean he isn't getting the expected response out of the drivetrain. If the feel is off, then I'm likely off the mark focusing on the cables.
 
The pedal feels normal to me. I just meant that my first reaction was to see if the floor mat was restricting full range of the pedal. I will check the cables, and get back to you guys.

Given that there is no response out of 155 HP attempting to push 3 tons, I'm wondering what is "expected"?
