Yes, the SWB 45 has chains like the FST FJ40/25. They may have been on the Stout also??

Stout chains are 1 link longer than lpb chains, the hook and the fixed mount are the same as an lpb.

My concern with using a rubber tube in a U shape that rain water would collect at the bottom and rust the chain. Like the idea of something soft enough to keep from rubbing the paint off the bed and tailgate but able to breathe and stay dry.

Some 1" single jacketed fire hose works great. Still flexible enough and you can drill a small hole in the bottom for drainage, or make some out of seat material.
