When you pull the shift lever towards you the top arm on the tranny should be moving.

Correct! I was just refreshing the page to come and give an update. The long rod that goes down the column - when you pull towards you, it slides the rod out of the little groove behind the steering wheel and its moving the rod up/down instead of actuating that lever! I sprayed everything down with some specialist wd40, tested the gears by moving that lever with my foot and it works! then the other half made me go get pizza and I grabbed some more gas since I ran it out already. Now I just have to get some light and see why that rod is moving around rather than actuating that lever. SOB is still not very thrilled on moving, but I believe the clutch may be stuck.

ALL the linkages in there are super nice - rubber is tight and all honestly looks like its very new which I find exciting. All this diagnosing weird problems and getting solutions is rewarding (or I have something mentally wrong with me - which I am not discounting). if I could get the dang head lights to work then I would push on more tonight and try to drive it around the block, but I have to scrub more diagrams to see why I have brake lights but no flashers, turn signals, or headlights.
 
Not sure what year you have, but this is from a ‘65 parts manual. Part M in the figure should be screwed into the column bracket behind the steering wheel. If it’s moving around or coming loose like I think you’re saying then you won’t get the proper movement in the control shaft (K) to move the gear selecting rod (AK).

So M should have a threaded end? Or a bolt that goes from behind the steering wheel? because I have been thinkin about this all day. Its a 1969 technically but title says 70. excuse they heydudes and PJ pants it was 26 degrees last night and I just couldnt stay inside

My '65 (and '63) have threaded ends on part M. Don't know if they changed that to threaded bolt such thing later, maybe someone else can chime in on that. The end part of your video clearly shows that that part wonking around like that is... well wonky 😄 ... and is causing that gear selector issue (non-functional).
