Check the AHC function. It's on low in the picture which could indicate the height sensors or globes are bad.
Looks very clean inside, not sure if that is due to owner upkeep or a good detail. The walmart battery dictates cheap upkeep, although I may be wrong.
IF the tires are in good shape and the vehicle has had the timing belt done...then I'd say that is more than a fair price for a very clean LX. It wouldn't last too long in my market area. The mileage is a bit higher (for that year model) than what I normally see around here...but it wouldn't scare me any. 100 series prices have actually gone up some where I am...the last few years.
Rust free, clean ones are getting harder to find.
I found the ad on CL, 240k sounds like too many miles for 9k I'd try to talk him down.
If its truly a california one owner car and you checked lexus owners site with impeccable records, no serious issues, then maybe the premium is worth it and if he has done recent major services more of a plus and price wouldn't be bad at all, that leather is in great shape im jealous hahaA!
for reference my 2001 one owner cali truck with impeccable lexus owners site records was 7k with 189k miles, but i have some negatives, front row leather were not in good shape, a few dents i had removed and 2nd timing belt has yet to be done but everything worked and 0 mechanical issues minus the famous clunk. They did have radiator replaced with oem which was a bonus and anything lexus called out was taken care of so i knew it wasn't a cheapskate owner according to records being routinely taken to shop following service schedule.
