I found this hose hanging behind the dash and tracked it back to what looks like a Radiator overflow. I wonder if this hose is supposed to be for my washer hose which Is missing.

Youre correct. The factory radiator overflow and washer reservoir are combined on my 78. Mine has a brass one way valve by the glovebox as well to keep the fluid from running back down when the line goes up the windshield.

Your reservoir looks different.
I'm not sure mine is the correct overflow. Mine does have a valve on the bottom of the overflow.

I have no clue what you have. Every over flow I have seen has the line from the radiator going to the bottom of the expansion/overflow tank. That way extra fluid goes from the rad to the tank when hot. When the system cools it sucks it back into the rad.

Perhaps it is mounted upside down and the part going to the dash is in case the expansion tank overfills. That would make better sense.

As @dbaird said, the '78 uses a combination (pair of) overflow and washer fluid bottles. The overflow line runs from the radiator to the top of the overflow cap... The cap has a 'straw' that sucks the coolant back to the radiator, when it cools down.

dbaird's bottles are correct for a '78... But, he doesn't appear to have a line running to it, from the radiator.

The clear line runs from the bottom of the washer fluid bottle, thru the firewall, under the dash and then up to the washer nozzles, thru the windshield frame.

I've never seen an overflow like the OP's, but it looks like it's mounted to the 'normal' overflow/washer fluid bracket.

Edit: Actually, on closer examination, it appears the OP's is set up to overflow to the black bottle and pump out the bottom of the black bottle thru the clear hose... Which could indicate that some PO was washing the windshield with overflow coolant... If the clear line actually feeds to the washer nozzles...

The yellow truck is not correct for a 78 - likely b/c of the SBC swap. The washer bottle is correct but should be located on the passenger side. The bracket on your trucks is still there for the combo tank - your small black reservoir is mounted to the correct/original bracket. What you have found coming out of the glove box is indeed part of the tubing that runs thru the firewall and then up the inside of the windshield frame to the nozzle at top/center. It's not an ideal arrangement. If the hose ever degrades and leaks you'll have washer fluid leaking inside your windshield frame and interior. Likely a cause of many rusty windshield frames. I'd suggest going with a hood mount sprayer instead. All the tubing is under the engine bay and there is a lot less connections and tubing to fail.

That explains a lot. That hose is going nowhere because, mine has a hood mounted sprayer. That sprayer has no hose going to it.

I have already found a few places that sell the washer kit and thankfully I have the bracket. Is the current overflow an actual FJ40 part?

OP, that is definitely not a stock over flow bottle.
Dbaird has the stock overflow bottle/WW fluid bottle, but it is in the wrong location (opposite side of the engine bay).

The short hose in the glove box should go up into the windshield frame. You could probably feel the hard line it attaches to above the right side of the top of the glove box.

Update. First I removed the old "overflow" still not sure what it is.
Pulled the bracket to get ready for paint. Now time to spend money at cityracer.

Looks much better! Not a big deal, but typically the short overflow hose would be pointing toward the fender.

Thanks, I plan on cutting the overflow hose from the radiator and fixing the direction. Very pleased with your parts.
