I found this hose hanging behind the dash and tracked it back to what looks like a Radiator overflow. I wonder if this hose is supposed to be for my washer hose which Is missing.

Youre correct. The factory radiator overflow and washer reservoir are combined on my 78. Mine has a brass one way valve by the glovebox as well to keep the fluid from running back down when the line goes up the windshield.
That explains a lot. That hose is going nowhere because, mine has a hood mounted sprayer. That sprayer has no hose going to it.The yellow truck is not correct for a 78 - likely b/c of the SBC swap. The washer bottle is correct but should be located on the passenger side. The bracket on your trucks is still there for the combo tank - your small black reservoir is mounted to the correct/original bracket. What you have found coming out of the glove box is indeed part of the tubing that runs thru the firewall and then up the inside of the windshield frame to the nozzle at top/center. It's not an ideal arrangement. If the hose ever degrades and leaks you'll have washer fluid leaking inside your windshield frame and interior. Likely a cause of many rusty windshield frames. I'd suggest going with a hood mount sprayer instead. All the tubing is under the engine bay and there is a lot less connections and tubing to fail.
Thanks, I plan on cutting the overflow hose from the radiator and fixing the direction. Very pleased with your parts.Looks much better! Not a big deal, but typically the short overflow hose would be pointing toward the fender.
