I found this, THING?

I was doing some disassembly today on my cruiser and found this. What is it?
My first guess is auxiliary fuel tank, but a 2-3 gallon auxiliary? Very odd.
Second picture shows where I found it.

Had the same thing on my '71; however, it has now been removed along with all the connecting lines.

Iirc, that style was used for less than two years...during the 1970-1971 40 series run...
