I disconnected the battery and the FL... I have neg at neg post ant touched each post in the FL but only one had a reading

Ok, so we confirmed the following:

+12 at the gold screw in the under hood fuse block
+12 at the +B terminal on the diagnostic connector under the hood (with key in RUN position)
+12 at terminal 2 and 3 of EFI relay pins (with key in RUN position), EFI relay was warm when pulled. Was swapped with other relay for diagnostic purposes.

This points to the ECU or it's wiring.

A HUGE thanks to @jonheld for his pointing us in the right direction with his diagnostic sheet!

Next step is to unplug, check pins, replug ECU and check any harness connections between the battery and ECU.
Then will be to try a known good ECU.

BTW, this is an 8/94 manufacture truck, listed as a 94.

Remove the fuse box cover from covering up the battery post so we can see what you have or have not hooked up.

What is the big lug hanging in mid air to the lower right of your red test lead in the last picture?

What are the two black lugs/wires to the left of the fuse box cover?

Nothing was hooked up. That heavy cabe is the power wire, the other two are apart of the upgraded slee headlight wiring kit. After all the help from @BILT4ME we think we narrowed it to the ecu
 
One of the screws was loose and I don't think I'm the 1st person to mess with this thing.... @slow95z Can you tell anything by the numbers? Might need one if I cant get this one to work

That's the updated ECU so that rules that out
 
Is there any I should know about resetting it, or will unplugging it do that?

Do still need to check spark. If the CEL indeed works, then we need to verify spark during cranking.

Pull plug wire #1 and see if it will arc to the VC. Do it in a dark garage so you can see it better.
 
No alarm, there was one but I cut it out when it started messing with my door locks. I can get a better picture of the cut wires tomorrow. I'll try the spark plug too.. if I dont get a spark should I look at the distributor next??

Then I would look to make sure all the plug wires are plugged in and there is a wire that goes to the distributor, make sure that one is plugged in. It's kinda by the PS reservoir.

Maybe a wire fell off when you dropped it.
Check the wires to the coil pack on the DS fender.
