When my CDL is engaged, both VSC TRAC and VSC OFF lights are illuminated

Is this indicative of my ATRAC not functioning properly or more of a solenoid/ sensor issue?

I also have the same issue others have mentioned where when I disengage my CDL, the 2 lights mentioned above remain on until I shut off the vehicle (03LC).

I can hear the CDL turn on and off when I press the CDL button.

My experience with that situation with two lights remaining on is due to lack of use. I had that issue intially after a purchase but begain engaging and disengaging CDL over and over. The two lights then began staying off.

The CDL disables Trac and VSC. This is normal

It’s not normal (should only have VSC Trac light), but it doesn’t hurt, either. Mine is finicky (50% maybe-and it usually doesn’t start with two lights, but trips somewhere along the line), indicative of a bad connection somewhere, I’d guess. ATRAC will still work fine. To be safe, I shut down to reset it when I’m done on the trails and back on pavement.

Well its not normal to have both lights operated. As both lights are working that indicates your traction system is not working and so wheel locking during slip will nit work.
I used to have the same and found the Transfer case switches defective, in your case you need to check each one before replacing them. They are located on the CDL, 2 of them are easy accessible but one of them is difficult to be replaced you need to lower the transmistion a bit.
